Coal Transshipment Project of Port Qasim – EIA Report

The Coal Transshipment Project will be developed by Huaneng Fuyun Port & Shipping (Pvt.) Limited, a joint venture between Huaneng Shandong Ruyi (Pakistan) Energy (Pvt.) Limited (HSRE) and Qingdao Old Captain Shipping Company Limited (OCSC). HSRE is the investor behind the Sahiwal 2 X 660 MW Coal-fired Power Plant, while OCSC specializes in maritime transport and port operations. This project aims to facilitate coal supply through Berths 3 and 4 at Port Qasim, supporting domestic energy demand by ensuring efficient coal delivery to the Sahiwal power plants.

Pakistan faces a serious energy crisis that has hindered economic growth and industrial productivity, leading to unemployment and a significant loss in GDP. This project addresses the critical need to stabilize the energy sector by improving coal logistics and supply chains. The EIA assesses potential environmental and social impacts of the project, providing mitigation measures to ensure sustainable development aligned with national energy goals.
